About SafeMerge
SafeMerge is a free set of PDF tools that run entirely in your web browser. Your files are never uploaded to a server.
The short facts
- What it does: merge, split, rotate, reorder and delete pages, convert images to PDF and PDF to images, add page numbers, and add watermarks.
- Where files go: nowhere. They are read and changed on your own device and saved back to it.
- Cost: free. No sign-up, no watermarks on your files, no daily limits.
- Offline: after the first visit, every tool works without an internet connection.
- Code: publicly viewable at github.com/mmklabs/safemerge.
- Made by: mmklabs, an independent developer.

How it works
Most online PDF services upload your file to their servers, process it there, and send back the result. SafeMerge does the opposite: the website sends your browser the tools, and your browser does the work. It uses three well-known open-source libraries: pdf-lib for editing PDFs, Mozilla's PDF.js for drawing pages, and JSZip for packing several files into one download.
| SafeMerge | Typical upload-based PDF site | |
|---|---|---|
| Your file is sent to a server | No | Yes |
| Works with no internet connection | Yes, after the first visit | No |
| Account needed | No | Often, for larger files or more tasks |
| File size limit | Only your device's memory | Usually a fixed limit on free plans |
| Code you can inspect | Yes, on GitHub | Usually not |
Check it yourself
- Open any tool, then turn off Wi-Fi. The tool keeps working.
- Or open your browser's developer tools, go to the Network tab, and use a tool. No request carries your file.
- Or read the code on GitHub.
Who it's for
Anyone handling documents they'd rather not hand to a stranger's server: bank statements, ID documents, contracts, medical records, payslips, and school or job applications.
